Title: Human Resources Director
Location: Bujumbura, Burundi
Job Purpose:
The Human Resources Director is responsible for building and leading a high-performing, forward-thinking HR function that enables Weza Power to deliver on its mission to expand access to reliable, sustainable electricity across Burundi. The HR Director will drive strategic workforce planning, organization design, talent acquisition, performance management, and employee development while ensuring full compliance with national labor laws and international donor standards. This role demands a visionary leader capable of shaping organizational culture, embedding accountability, and delivering HR systems and policies that support operational growth during a major transformation period.
Key Roles and Responsibilities:
Strategic Leadership & Organizational Development
- Define and implement the HR strategy aligned with Weza Power’s business objectives, electrification goals, and compliance frameworks.
- Lead organizational development initiatives to support growth, including structuring of regional units, workforce planning, and succession management.
- Develop and implement HR policies, frameworks, and internal controls to ensure strong institutional governance and ethical practices.
Talent Management & Workforce Planning
- Lead strategic workforce planning and ensure the organization is equipped with capable, well-trained staff across all functions and levels of the company.
- Oversee end-to-end recruitment and onboarding processes, including alignment with donor-mandated recruitment practices.
- Build robust systems for competency-based hiring, performance evaluations, leadership development, and succession planning.
Learning & Development
- Coordinate with Weza Power’s Training Center to ensure alignment between workforce planning and training initiatives.
- Lead the development of HR-led training strategies, including onboarding, leadership development, compliance, and HRIS/ERP modules.
- Support a company-wide learning culture by promoting continuous professional development and internal mobility.
Compensation, Benefits & HR Operations
- Oversee development and periodic review of competitive salary structures and benefit plans aligned with the national market and internal grading frameworks.
- Ensure compliant payroll management in collaboration with Finance, including all statutory contributions, benefits, and applicable tax obligations.
- Lead HRIS/ERP implementation and leverage data analytics to inform HR decision-making.
Employee Engagement, Culture & Relations
- Shape and embed a performance-driven, inclusive, and mission-oriented organizational culture.
- Develop internal communication and employee engagement strategies to support change management and institutional transformation.
- Lead labor relations, manage grievance mechanisms, and serve as liaison with trade unions.
Compliance, Risk & Donor Standards
- Ensure alignment with Burundi Labor Code, social protection laws, and international frameworks.
- Embed HR risk management and compliance protocols into all HR processes, including safeguarding, code of conduct, and anti-discrimination policies.
- Provide high-quality HR reporting to donors, the Board, and auditors.
Key Comptencies:
· Strategic vision and leadership in HR and organizational development.
· Strong knowledge of labor law, employment policy, and international donor compliance (e.g., IFC/WB).
· Ability to build modern HR systems (HRIS, ERP) and manage large-scale change.
· Proven people management, mentoring, and coaching skills.
· Strong stakeholder management and political acumen in multi-stakeholder environments.
· High integrity, professionalism, and cultural sensitivity.
Qualifications:
· Minimum Bachelor’s degree in Human Resources, Social Sciences, or related field.
· Minimum 7 years of progressive HR experience at increasingly higher levels of responsibility (5 years for Master’s degree in Human Resources Management or related field holders).
· Advanced HR certification or demonstrated expertise in HR strategy, labor law, or organizational development through recognized training or professional credentials is highly desirable.
· Demonstrated success in leading HR functions in complex organizations, preferably within the utility, infrastructure, or donor-funded sectors.
· Experience setting up or significantly transforming HR systems, teams, and frameworks.
· Proven ability to manage high-volume recruitment, design compensation structures, and lead performance management systems.
· Prior involvement in working with or reporting to international donors (e.g., World Bank, IFC, USAID) is highly desirable.
· Excellent communication skills, written and oral, in both French and English.
