 Title: Health, Safety, Environmental and Social (HSES)Director

Location: Bujumbura, Burundi

 Job Purpose:

The HSES Director is responsible for overseeing the Health, Safety, Environmental and Social (HSES) management functions across the organization. This includes developing and implementing strategies, policies and programs to ensure compliance with national and international standards, fostering a culture of safety, environmental stewardship, and social responsibility.

Key Roles and Responsibilities:

• Develop and oversee the implementation of Health and Safety and Environmental and Social (HSES) strategies, policies and management systems across the organization.

• Ensure compliance with national and international HSES regulations, standards and donor requirements (e.g., IFC Performance Standards).

• Lead risk assessments and develop mitigation plans to address identified risks.

• Monitor HSES performance indicators and report to senior management and external stakeholders.

• Provide leadership and guidance to the HSES team, ensuring alignment with organizational objectives.

• Foster a culture of safety, environmental awareness and social responsibility through training, campaigns and leadership.

• Ensure effective implementation of grievance mechanisms and stakeholder engagement plans.

• Manage the integration of health, safety, environmental and social considerations into project planning, construction and operations.

• Liaise with external stakeholders, including regulatory agencies, Lenders and local communities, to ensure compliance and address concerns.

• Oversee the investigation of incidents and accidents, ensuring root causes are identified and corrective actions implemented.

• Manage and further develop HSES systems in-line with IFC performance standards to manage and oversee EPC sub-projects

Key Competencies:

• Lead the development and implementation of a proactive safety culture through leadership engagement, behavioural safety initiatives, and continuous improvement programs aimed at achieving a zero-harm workplace.

• Lead HSES audits, inspections and assurance activities to verify compliance with company standards, regulatory requirements and international best practices.

• Establish and oversee contractor HSES management programs to ensure contractors meet company, regulatory and project HSES requirements.

• Develop and deliver HSES training, awareness and capacity-building programs in French and English to strengthen organizational compliance and safety performance.

• Ability to drive organizational change and foster a culture of safety and responsibility.

• Expertise integrating HSES considerations into business strategies and operations.

• High ethical standards and commitment to compliance and sustainability

Qualifications:

• Bachelor’s degree in Environmental Science, Occupational Health and Safety, Social Sciences or related fields. A master’s degree in Environmental Science will be an added value

• Minimum of 10 years in HSES management roles, with at least 5 years in a senior leadership position; experience in the energy or utility sector is preferred

• Relevant certifications in HSES management (e.g., NEBOSH, ISO 45001, ISO 14001) are highly desirable

• Strong strategic planning and leadership skills.

• Excellent communication and stakeholder engagement abilities.

• In-depth knowledge of HSES regulations and best practices.

• Proven ability to manage multidisciplinary teams.

• Effective problem-solving and conflict resolution skills
